This whip or crop is relatively short - it could be a dog whip or a postillion whip.

It has a slightly flexible core and is covered in braided linen or hemp thread with a raised criss-cross pattern underneath..
Its cap is made of dark brown horn which is carved in the form of a hand holding a fish. Acoording to Fairburn's Crests of Great Britain and Ireland this could be the crest of the Haddock family..

The carving is detailed, one can see the fingernails on the hand and the eyes and mouth of the fish. The fish has lost the end of its tail

The whip ends in a small open keeper or loop, this is partly torn .
