No. The V-Speed profile is designed to clear factory jack points on both sides. Verify jack point location before final installation if using aftermarket suspension components.

Do these skirts change ground clearance?

Negligibly. The skirts bolt to the body side and sit flush with the existing rocker line; they do not lower the chassis or affect suspension clearance.
