Will the textured finish scratch or peel off?

The textured coating is molded into the ABS material, not applied on top, so it won't peel. Minor scratches are normal with daily handle use — the black finish hides them well.

Can I paint these if I want a different color?

ABS can be painted, but the textured surface will fill with paint and lose its grip-friendly texture. Sand lightly before priming if you go that route — refer to your paint supplier's prep steps for plastic substrates.
